Summary

Adds a short announcement section to the top of the README pointing to the newer ERA ontology (v3.3.3) translation, published as four Candidate standards:

No models in this repository are touched, replaced, or removed — only the README changes. This follows the discussion in #1, where @gatemezing asked how the mapping gets updated when the ontology releases a new version. Per policy, models don't move into this official subject until a real adopter is implementing them against the newer version — the README now asks anyone in that position to reach out (alberto.abella@transparentia.net) so we can help make it official.

Closes/references #1.
