Promote to production: Polar checkout new-tab fix (+ video effects)
…unking TextToSpeech statically imported NEURAL_VOICES from neural-tts.engine while also dynamically importing the engine, so Rollup kept the heavy engine in the island chunk and emitted a 'dynamic import will not move module into another chunk' warning. Move the voice catalogue to a lightweight neural-tts.voices module the island imports statically; the engine is now purely dynamically imported and splits into its own 1.6 kB chunk. Removes the warning and the pathological chunk that sat right where the Cloudflare production build was freezing during 'rendering chunks'.

The production Cloudflare build has been timing out during 'rendering chunks' — its log froze immediately after this Rollup warning:

NEURAL_VOICESfrom the heavy engine while also dynamically importing it, so Rollup kept the whole engine in the island chunk. This moves the voice list to a lightweightneural-tts.voicesmodule; the engine is now purely dynamic and splits into its own 1.6 kB chunk — warning gone, and the pathological chunk that sat where the build froze is eliminated.Local build clean (441 pages, warning gone); lint 0 errors; media tests 213 green.
Note: the recurring failures are largely Cloudflare build-cache/infra — pair this with a Clear build cache in Workers → Settings → Build before retrying.
