This pull request adds the action_cell cell type to data_table block rows.

• Adds an ActionCellElement type with type: 'action_cell', a required element button, and an optional fallback of raw_text or raw_number, following the action_cell schema.
• Allows ActionCellElement in DataTableBlock.rows only. TableBlock rows are unchanged, since action cells "can only be used in the data table block, not the table block".
• Adds type tests for the docs example with and without fallback, an action_cell missing element, and an action_cell in a TableBlock row.
• Adds a minor changeset for @slack/types.

Related: slackapi/java-slack-sdk#1613 and slackapi/python-slack-sdk#1900 add the same cell to the Java and Python SDKs.

Testing

1. Build the package and run the type tests:

   npm run build --workspace=packages/types
   npm test --workspace=packages/types

2. Post the docs example in a data_table row with chat.postMessage and confirm the button renders in the cell and sends a block_actions payload when clicked.
