feat(copilot): add opt-in local workspace agent loop

Summary

• add an opt-in local workspace agent lifecycle selected by MOTHERSHIP_MODEL
• reuse the existing LiteLLM provider loop with an injected Sim copilot tool executor
• preserve existing chat persistence, SSE events, transcript replay, title generation, cancellation, usage, and cost reporting
• leave the managed Mothership path unchanged when the environment flag is absent

Scope

The first iteration supports litellm/* models and public Sim-routed workspace tools. Managed deferred integration schemas are intentionally excluded until the local loop has an on-demand loader.

Verification

• 49 focused Vitest tests pass
• bun run check:api-validation passes
• Biome checks pass for all changed files
• apps/sim typecheck reaches one pre-existing unrelated error at providers/meta/index.ts:122
