Adds a live notebook source backed by DuckDB UI's versioned storage, with conflict-checked create, read, save, duplicate and delete operations that preserve notebook metadata and history. Adds bind-time read-only SQL guards for bounded results and opt-in Instant SQL.
Moves filesystem and process operations behind Unix and Windows implementations, including confined paths, atomic writes and Git process cleanup. Includes native smoke coverage and a Windows build/runtime qualification workflow. Windows cross-compilation passes locally; runtime behavior is not yet qualified.
