sctl Browser 已在商店上线：
改动：
README.md、docs/README_zh-CN.md、docs/mcp.md：安装步骤改为从商店安装，GitHub Releases 的 zip（加载已解压的扩展程序）保留为备选。skills/sctl/SKILL.md：NO_BROWSER_CONNECTED的处理提示里加上从商店安装。docs/development.md：说明发布流程不会自动发布到商店，需要分别提交，且商店要求 zip 根目录就是manifest.json。仅文档改动。
