Context
The pipeline annotation
screwdriver.cd/buildClusterremains when user delete this settings fromscrewdriver.yaml.Furthermore, SD admins delete the build cluster, then anyone cannot update/sync the pipeline.

Reset the buildcluster setting when the annotation is removed from
