Cirrus CI is no more and the CI tests have moved to GitHub Actions. Replace badge, and remove traces of Cirrus CI. Appveyor is also long gone. Signed-off-by: John Marshall <jmarshall@hey.com>

Replace the broken Cirrus build badge in README.md with working badges pointing at the GitHub Actions workflows. Remove .cirrus.yml and other Cirrus CI vestiges, which you might not have been planning to do quite yet.
