Ticket headings like '- ## \[Feature #NNNNN\]' were incorrectly nested inside list items due to Google Docs export artifacts. This strips the '- ' prefix to make them standalone H2 headings. Discussion text like '- ## some comment' is converted to plain list items by removing the erroneous '## ' markup. Affects 12 files across 2017-2018.
