Adds four concept-specific finite explainers for chunk reads, non-preemptive scheduling, queue lease return, and exact token refill. Registers and validates public figure IDs; covers final states in browser tests. Depends on web-platform PR 15 and pairs with challenges PR 4. TypeScript, ESLint, all 10 arena statements, and 10 explainer browser tests passed locally.
