Thanks a lot for the PR! However, before we're ready to integrate a full production workflow that publishes macOS wheels to PyPI, it's safer to proceed incrementally with a couple of validation steps first making sure the cibuildwheel-based build works cleanly on macOS. Closing this in favor of #22886 which is more minimal. |

This Pull request:
Rolls-back the wheel-building workflow to the current production,
cibuildwheel-based workflow modified to also build macos wheels. Currently only targets OSX 15 on arm.
