Apply clue migrate for release 0.26.0: regenerate managed skills, pin the CI caller to 0.26.0, and seed missing milestone ids in the ledger. Upgrade the repository-managed Cliewen tooling and corpus to 0.26.0. The migration updates the managed skill mirrors, CI caller, id ledger, and removes the superseded transient

Flemming requested that open bridge PRs #25 and #26 be brought to a merge-ready state in this collaboration (2026-09-27).
