Once #483 is merged this is good to go, but we will need a two-stage release going forward to keep riverproui go install-able 😞 We could also choose to not offer that if it isn't worth it / isn't used by many vs embedding within another Go app.

Counterpart of #482 preparing the CLI phase of the project. Internal riverui dependency gets bumped up to v0.14.0.
