Build the pyo3/maturin abi3 extension (with the polars crate graph) for manylinux_2_39_riscv64 and run the upstream pytest suite against it.

uv has no UV_ONLY_BINARY environment variable, so the test step's only-binary list was silently ignored and uv source-built numpy, pyarrow and polars-runtime-32; pyarrow's sdist then failed to configure without the Arrow C++ CMake package. Pass the packages as --only-binary flags so uv resolves the riscv64 wheels from pypi.riseproject.dev instead.
