- Add openspec/changes/agent-claude-openspec-hygiene-pass-2026-05-17-01-26/{proposal,tasks,specs/openspec-hygiene-pass/spec}.md as the change-of-record for the bulk archive that follows.
- Apply the additive delta specs that openspec emitted while archiving the 221 merged-PR changes (9 files under openspec/specs/, only additions plus one cli-modularization scoping tweak).

These spec.md files were created by the `openspec archive` pipeline as it folded each merged change's delta spec into the main `openspec/specs/<capability>/` tree.
