Catches the SI-11 -> SI-13 regression observed on 2026-05-18 where the plan-routing-filter set FLEET_DEFAULT_SPECIALTY at bringup time but the spawned codex CLI processes saw the env as empty when running printenv. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
