Added tenou as a receiver of emergency pings, disregarding their actual online status. A check for guild and mod-role membership has been added.
Added documentation of tenou being always pinged with an emergency report in the report cog

It resolves that the moderator Tenou is never pinged in emergency reports from the report cog, even though they are online, due to their status being on DND. They specifically wish to receive emergency reports at all times, disregarding online state.
