docs: add Deno 2.9.8 security update to 1.11 highlights - #2312

Quarto 1.11 bundles Deno 2.9.8 because Deno 2.7.14 still trusted the compromised eMudhra / emSign certificate authorities (quarto-dev/quarto-cli#15152). Follows the 1.8 'Dependency updates' list format and replaces the leftover placeholder text.

Quarto 1.11 updates its bundled Deno from 2.7.14 to 2.9.8 for a security reason: Deno 2.7.14 still trusted the compromised eMudhra / emSign intermediate certificate authorities, so an attacker on the network could impersonate any HTTPS site to
quarto publish, quarto add, quarto use template, quarto install, and TypeScript scripts run by Quarto. The 1.11 highlights get a "Dependency updates:" entry, in the same format as the 1.8 highlights, linking the Mozilla bug, the incident site, and the Deno fix (denoland/deno#37046). The entry replaces the placeholder text left from the previous release cycle.
