Adds netlify.toml with a static redirect for veraPDF downloads. The redirect points to the versioned file on S3 while keeping the download URL simple and version-agnostic. This allows quarto-cli to use a stable URL for tool installation while version management happens server-side.

netlify.toml is not auto-detected by Quarto, so it needs to be explicitly listed in resources to be copied to _site/.

Adds
netlify.tomlwith a static redirect for veraPDF downloads. The_redirectsfile is auto-generated by CI every 15 minutes, so usingnetlify.tomlkeeps static redirects separate (Netlify merges both).Redirect
And this would work for any future version.
Why
This enables quarto-cli to use a stable, version-agnostic URL for
quarto install tool verapdf. Version management happens server-side by updating the redirect target.A companion PR in quarto-cli will update the CLI to use this URL (should be merged after this one deploys).
