configure.ac also needs updating (for completeness):

[aarch64-pc-windows-msvc/msvc], [PY_SUPPORT_TIER=3], dnl Windows ARM64, MSVC

However I see aarch64-*-linux-gnu/gcc also needs moving to tier 1 in that list.

Hm, I'd never have assumed the Windows part in configure.ac - and slightly above it states

dnl NOTE: Windows support tiers are defined in PC/pyconfig.h.

Anyway, let's fix for completeness.

However I see aarch64-*-linux-gnu/gcc also needs moving to tier 1 in that list.

Hm, separate issue & PR or just clean this up in this PR?

Indeed it's a little odd, I assume it's all there for completeness, it's easier to see if anything is missing if you have all of PEP 11 "documented" there. I think we can include the other one here as well.

Please move it after aarch64-*-linux-gnu/clang, like in the PEP.

And according to PEP 11 powerpc64le-*-linux-gnu/gcc should be PY_SUPPORT_TIER=3 not 2 ...

Oh, and x86_64-apple-darwin*/clang should be PY_SUPPORT_TIER=2 instead of 1 ...

Oh well, the exception proves the rule ;-) I think we can do them all here, but if you prefer to do it separately I won't object.
