os.path.normcase incorrectly claims to do nothing #160904

Documentation

The docstring for os.path.normcase on Posix is Normalize case of pathname. Has no effect under Posix and the documentation says "On other operating systems, return the path unchanged."

But this is false. It calls os.fspath, which normalizes path-like objects into strs and bytes. We should say so in the docstring and the docs.
