Pull Request Description

What

 • Keep every successful phase's explicit build requirements in the same build environment's later uv pip install --upgrade calls. Preserve separate specifiers rather than replacing them by package name.
 • Report earlier bounds when a later install conflicts; only record requirements after a successful install.
 • Cover phase accumulation and conflict reporting with focused regressions, and document the build-environment invariant.

Why

Closes #1353. An initial setuptools<82 bound can otherwise disappear from the later setuptools_scm<8 install, allowing uv to upgrade setuptools past the build system's supported range.

How tested

 • RED: uvx --from hatch hatch run test:test tests/test_build_environment.py::test_install_keeps_earlier_explicit_bounds_across_phases -q --no-cov --tb=short — 1 expected assertion failure (:all: instead of the earlier setuptools<82 bound).
 • RED: same command targeting ::test_failed_later_install_reports_earlier_bounds — 1 expected failure (error listed only setuptools>=82).
 • Review follow-up RED: in that test, assertion resolve.call_count == 1 failed (2 == 1): reporting prior bounds performed redundant resolver lookups. GREEN after follow-up: prior bounds are printed separately and only current-phase requirements are resolved.
 • GREEN: uvx --from hatch hatch run test:test tests/test_build_environment.py tests/test_dependencies.py tests/test_bootstrapper_iterative.py -q --no-cov --tb=short — 148 passed, 2 skipped.
 • uvx --from hatch hatch run mypy:mypy -p fromager — 77 source files clean.
 • uvx --from hatch hatch run lint:fix src/fromager/build_environment.py tests/test_build_environment.py and uvx --from hatch hatch run lint:check — passed; git diff --check — passed.
 • Documentation presence check failed before the doc edit and passed after. No full e2e suite was run (repository guidance reserves it for explicit requests).

AI assistance: Hermes Agent (Nous Research) drafted the patch and tests; the commit discloses assistance and carries Emre K's DCO sign-off.

Keep successful explicit requirements in the build environment so later uv upgrades cannot replace a compatible backend outside its declared range. Include earlier bounds in conflict reports.

Walkthrough

BuildEnvironment now retains explicit requirements from successful installation phases and includes them in later install commands. Failed installs report both earlier and current requirements. Tests cover cumulative installs and failed-install reporting. Documentation describes the cross-phase resolution behavior.

Estimated code review effort: 2 (Simple) | ~10 minutes

Severity of issue fixed: Medium

Merge Risk: Moderate · up to 5d272

Successful installs preserve earlier requirement bounds, but reporting a later conflict can incur substantial additional network delays. Separate earlier-bound reporting from dependency resolution before merging.

Explanation

The title names the main change: later build-dependency installs in the same BuildEnvironment now keep earlier explicit bounds. It matches the raw summary, the objectives, and the description. It is concise, has no file list, and states the fix type.

Full details: Linked Issues check

Explanation

Issue #1353 requirements are coding requirements. Each one is implemented at head:

 1. Retain explicit requirements from earlier successful phases. BuildEnvironment.__init__ sets _installed_requirements to (). install() builds all_reqs = self._installed_requirements + reqs and passes all_reqs to uv pip install --upgrade.
 2. Shared constraints and --upgrade stay in place. The command keeps pip_constraint_args, pip_wheel_server_args, and --upgrade, so upgrades remain possible within the accumulated bounds.
 3. Keep multiple specifiers per package. Requirements are stored as a tuple and never deduplicated by name. The new test checks setuptools<82, setuptools_scm<8, and cython>=0.29 together.
 4. Update accumulation only after success. self._installed_requirements = all_reqs runs after self.run(...). A failed run raises before the update.
 5. Conflict reporting includes earlier bounds. _safe_install passes build_env._installed_requirements + deps to MissingDependency. The new test checks that all_reqs lists setuptools<82 and setuptools>=82.
 6. Phase files and graph classifications are unchanged. The diff does not touch them.
 7. Automated tests cover accumulation and conflict reporting. Both tests are in tests/test_build_environment.py.

The change is in BuildEnvironment.install(), as the issue suggests. That placement covers ordinary build preparation and any bootstrap caller that uses install(). I did not inspect the bootstrap caller code to confirm its error path. The issue does not require a separate change there. PR #1352 is not needed, and the PR does not include it.

Full details: Out of Scope Changes check

Explanation

All changes connect to #1353:

 • src/fromager/build_environment.py: accumulation in install(), the post-success update, and earlier bounds in MissingDependency through _safe_install. These implement the issue directly. The deps = tuple(deps) normalization in _safe_install supports the same logic.
 • tests/test_build_environment.py: two regressions for accumulation and conflict reporting, plus pathlib and subprocess imports used by those tests. These support the objectives.
 • docs/concepts/bootstrapper-architecture.rst: a version note that documents the build-environment invariant. Per the PR description and the AI summary, this is documentation of the new behavior. I did not inspect the file directly. The note describes the change and does not add new behavior.

I found no unrelated code or feature changes in the reviewed diff.

Full details: Description check

Explanation

The description is related to the changeset. It explains that successful phase requirements are kept in the same BuildEnvironment for later uv pip install --upgrade calls, that earlier bounds are reported on conflict, and that requirements are recorded only after a successful install. It also links issue #1353, gives the reason for the change, and lists the tests and checks run. This matches the changes to build_environment.py, its tests, and the bootstrapper architecture documentation.

CI follow-up on 9f73993: pre-commit failed while building the editorconfig-checker hook because its binary download returned HTTP 504 Gateway Time-out (job 128695487524), before it checked the patch. On this same head, uvx --from hatch hatch run lint:precommit passes all 12 hooks, including editorconfig, Ruff, mypy, and Mergify lint; related unit tests: 148 passed / 2 skipped. gh run rerun 42469117207 was denied ("workflow file may be broken"), so a maintainer rerun is needed if GitHub does not retry automatically.
