feat(sbom): populate license fields from wheel metadata - #1457
The SPDX SBOM that fromager embeds in each wheel now carries license fields on both package entries (the wheel and the upstream source), taken from the built wheel's own METADATA, as agreed in #1378 (Option A):
licenseDeclared: the first source that maps to SPDX without guessing:
License-Expression, canonicalized with packaging.licenses;
license classifiers, when they name exactly one license;
free text in License, when it is a valid SPDX expression or a known spelling such as Apache 2.0.
Anything else becomes a deterministic LicenseRef-<slug>-<sha256[:8]> with a hasExtractedLicensingInfos entry quoting the declaration. LicenseRefs written by upstream get an entry too.
licenseConcluded: always NOASSERTION, because fromager does not audit licenses.
licenseComments: says the value is inherited from upstream metadata and not verified, and names the source.
Example, idna 3.6 (only the ambiguous BSD License classifier):
"licenseDeclared": "LicenseRef-license-osi-approved-bsd-license-a9d12a80",
"licenseConcluded": "NOASSERTION",
"licenseComments": "License inherited from the upstream project's declared Python package metadata (License classifiers) and not independently verified by fromager; it may be imprecise or incomplete. No unambiguous SPDX mapping for: License :: OSI Approved :: BSD License."
METADATA is parsed raw (packaging.metadata.parse_email()), so invalid upstream values never fail a build. License fields that can't be read are logged and named in the comment. A built wheel without METADATA now fails when SBOMs are enabled.
Commits:
feat(pkgmetadata): declared_license_from_raw_metadata(), which never raises and reports ambiguity instead of guessing.
feat(sbom): the SPDX fields, and reading METADATA in add_extra_metadata_to_wheels().
docs(sbom): the SbomSettings docs.
test(e2e): e2e/test_sbom_licenses.sh in the config suite.
Why
Closes: #1378. License-compliance tooling had no license data to work from, even though the wheel's METADATA declares one.
Validation
Corpus: 30 hand-picked packages with different kinds of license metadata. 28 built, and all 28 match the hand-computed expected values; numpy and pyknp failed on missing host build tools. All 96 wheels built (including dependencies) are valid SPDX 2.3.
fondue sample: a random sample of packages from the RHOAI fondue collections. 114 wheels built with no problems in any of: SPDX validation, matching fields on both packages, declared LicenseRefs, and License-Expression matching packaging's canonical form.
generate_sbom() now requires metadata. Its only caller is in fromager.
Two existing classifier mappings look questionable: AGPLv3 → AGPL-3.0-only, and zlib/libpng → zlib-acknowledgement. They predate this PR and also affect license_from_metadata_values(); I'd fix them separately.
The change reads license metadata from built wheels and uses it to populate SPDX license fields for wheel and upstream package entries. It selects among license expressions, classifiers, and free text. It records NOASSERTION conclusions and adds extracted licensing information for applicable declarations. Unreadable license fields are reported in comments and logs. The configuration suite now runs end-to-end checks for idna and tomli. SBOM generation raises FileNotFoundError when wheel METADATA is absent.
The change adds SBOM license fields derived from wheel metadata. The earlier concern about unknown license classifiers is fixed and covered by a test, and no remaining merge-blocking issue was found.

[#1378] Metadata parsing, SBOM generation, documentation, and tests support the license-field objective. The missing-METADATA error supports reading the metadata used by the SBOM. No unrelated change is identified in the whole-PR summary.
Full details: Linked Issues check
Explanation
[#1378] The SBOM adds license fields to both packages, marks conclusions NOASSERTION, and identifies inherited, unverified data. Unit and end-to-end tests cover several metadata sources. The implementation does not use bundled License-File contents. It maps free text such as Apache 2.0 to an SPDX ID instead of a LicenseRef. It can also select free text after an ambiguous classifier instead of recording the classifier ambiguity. Valid License-Expression values are canonicalized rather than used verbatim. The reused zlib/libpng classifier mapping produces zlib-acknowledgement, which is not the zlib license. The current code treats unknown license classifiers as ambiguous.
Resolution
For #1378, use bundled license files as a low-confidence fallback, record free text as a LicenseRef, and preserve classifier priority when classifiers are ambiguous. Preserve valid License-Expression values verbatim. Correct or avoid the zlib/libpng mapping. Add automated tests for these cases.

Extend the license-field tests around `_license_fields` to cover an expression
containing multiple distinct LicenseRefs and a repeated reference. Assert that
`licenseDeclared` preserves the expression and extracted licensing information
includes each distinct reference exactly once, in expression order.
Check that both packages contain the license fields.
If a dependency wheel omits licenseDeclared and licenseComments from both packages, the all-wheel checks pass because .get(key) returns the same missing value for each package. Add a presence check before comparing the values.

There is no such rule. I agree about reviewing part. We can keep it as it if you prefer that way
Add `declared_license_from_raw_metadata()`, which picks the license a
package declares in its core metadata and reports whether it maps to an
SPDX expression without guessing. Sources are tried in the order agreed
in python-wheel-build#1378: `License-Expression`, license classifiers that name exactly
one license, then free text that is a valid SPDX expression or a
curated mapping. When nothing maps, it returns the raw declaration with
`spdx=None` so the SBOM can record it as a `LicenseRef`.
SPDX expressions are validated and canonicalized with
`packaging.licenses`, the check build backends apply to
`License-Expression`. Shorthands such as `GPL` are rejected instead of
resolved to `GPL-1.0-or-later`, `WITH` misuse is rejected, and
deprecated ids are kept. It reads `RawMetadata` and never raises, so bad
upstream metadata cannot fail a build.

The embedded SPDX SBOM had no license fields. Both package entries now
carry `licenseDeclared` from the license the built wheel declares in
its own METADATA, `licenseConcluded: NOASSERTION` because fromager does
not audit licenses, and a `licenseComments` note saying the value is
inherited from upstream and not verified.
A declaration without an unambiguous SPDX id becomes a deterministic
`LicenseRef-<slug>-<hash>` with a matching `hasExtractedLicensingInfos`
entry quoting it, as agreed in python-wheel-build#1378 (Option A). LicenseRefs that come
from upstream get an entry too, so the document passes SPDX validation;
the metadata has no license text for them, so their text is
`NOASSERTION` and a comment says where they were declared.
METADATA is parsed raw so invalid upstream values cannot fail the
build. Unreadable license fields are logged and named in the comment.
A built wheel without METADATA is invalid and now fails when SBOMs are
enabled, instead of getting an SBOM that claims no license exists.

Explain where the SBOM license fields come from, why
`licenseConcluded` is always `NOASSERTION`, and that a built wheel
without METADATA fails when SBOMs are enabled.

Bootstrap idna 3.6 and tomli 2.0.1 with SBOM generation enabled and
check the license fields in each embedded SBOM. idna only has the
ambiguous "BSD License" classifier and must get the `LicenseRef` with
extracted licensing info agreed in python-wheel-build#1378; tomli maps cleanly to `MIT`.
Every built wheel, including build dependencies, must also have
matching license fields on both packages, `licenseConcluded:
NOASSERTION`, and extracted info for each `LicenseRef` it uses.

e2e key check (e2e/test_sbom_licenses.sh): added in 0876e82. Each license key must now exist on both packages before they are compared.
Multiple LicenseRefs (tests/test_sbom.py): added test_generate_sbom_license_refs_listed_once_in_order in f51b9c3. It covers two distinct refs, one repeated.

Thanks for clarifying the agreed scope for free-text mapping and License-File.
Two details still differ from #1378: ambiguous classifiers can be bypassed by free text, and valid License-Expression values are canonicalized rather than always kept verbatim. Were those deviations also agreed? If so, please update #1378 to reflect them.
The existing zlib/libpng mapping also affects the new SBOM path. Would you like me to open an issue to track its separate fix?
