Move publiccode.yml skill to this github ORG #387

We, developer.overheid.nl, used to maintain an Agent skill which is useful for generating a publiccode.yml. The thing is that we are developing our AI strategy and took a path where we have a generic "open source" skill which does a couple of things for you.

Would it be an idea to move the skill we already have: https://github.com/developer-overheid-nl/skills-generate-publiccode-yml to this github org? We can take care of maintaining it and add features along the way.

Since text-crunching is a thing LLM's can do quite well, i don't see any harm in use it to generate publiccode.yml's. Very useful as a start.
