Agents on the Kubuntu fleet desktop could not take a single screenshot. Traced with dbus-monitor on dev3:

  1. KWin's screenshot plugin has its own permission check: ScreenShot2 replied NoAuthorized to xdg-desktop-portal-kde even with KWIN_WAYLAND_NO_PERMISSION_CHECKS=1. Fix: KWIN_SCREENSHOT_NO_PERMISSION_CHECKS=1 (the string lives in qt6/plugins/kwin/plugins/screenshot.so).
  2. With that, KWin returned the image but the portal still answered response 2: it saves under ~/Pictures, which a fresh home lacks. Fix: create it.
  3. KDE auto-lock engaged and the layer disabled access (disable … reason: session locked in the audit). Fix: Autolock off.
  4. No browser in the image. Adds Google Chrome from Google's signed repo, a w3bs-browser launcher (--no-sandbox: the container gets no user namespaces), CJK/emoji fonts.

Verified by hand-patching the running dev3 container: w3bs desktop screen capture returns a 1920x1080 PNG and the SubmitFleet agent fills forms in Chrome. The image tag hash now includes browser.sh, so w3bs fleet desktop start rebuilds.

- KWIN_SCREENSHOT_NO_PERMISSION_CHECKS=1: KWin's screenshot plugin has its own check and
answered NoAuthorized to the KDE portal, so every desktop_screenshot failed (response 2)
- create ~/Pictures: the KDE screenshot portal fails without it
- kscreenlockerrc Autolock=false: a locked session disables agent access
- Google Chrome (signed repo) + w3bs-browser launcher, CJK and emoji fonts

Found while running SubmitFleet's form-filling agent on dev3's desktop.
