0.13.0: the paper skin, for a board inside an editorial site - #46

A fifth skin, `paper`: warm paper, green-black ink, sage hairlines, Georgia
headlines, mono eyebrows, system fonts only. Built so a board mounted at
w3bs.org/bbs reads as part of w3bs.org, and generic over the accent.
- Light-only (LIGHT_ONLY_SKINS): renders light for every reader, ignores the
theme cookie and board.theme, drops the toggle.
- Wordmark = logo + board name + an accent full stop (.brand-name, hidden
beside a logo by every other skin).
- board.navLinks: `Label | {forums}` renames the board's entry (and makes it
the current section on every board page); `Label | url | button` becomes the
header call to action.
- A full site footer (.footer-columns: tagline, host links, board links incl.
Search), hidden by the other skins.
- Sign-in and composer pages lose two inline style attributes the CSP was
refusing, in favour of .auth-page / .composer-page.
- Docs (SKINS.md, README, admin help) and test/paper-skin.test.ts.
