Railway built diskpush.com from three service variables (RAILPACK_INSTALL_CMD / RAILPACK_BUILD_CMD / RAILPACK_START_CMD), so no other builder could find how to build or start the web app; nixpacks on dev2 stops with "No start command could be found". This commits the same three commands as nixpacks.toml. No change to what Railway runs.

Needed before dev2-site scaffold diskpush.com can generate the dev2 Dockerfile.

Railway built diskpush.com with RAILPACK_INSTALL_CMD, RAILPACK_BUILD_CMD and
RAILPACK_START_CMD set on the service, so the build definition lived only in
the dashboard. Any nixpacks builder (dev2) failed with "No start command could
be found" because the root package.json has none. Same three commands, in the
repo.
