Follow-up to #868

rsconnect content migrate-to-connect-cloud runs its own publish-permission check, so client credentials on an account that requires SSO still got "Ask an account administrator for the publisher role" instead of the SSO explanation that #868 added to deploys. This happens when the saved nickname stores an account id; looking the account up by name already goes through the new SSO check.
