-Add mass ticket transfer feature
-This PR adds the ability to transfer multiple tickets at once to another entity
-New massive action allowing multi-ticket selection with target entity and group choice
-New profile right plugin_transferticketentity_massive ("Mass transfer authorized") to control access to this feature
Updated FR/EN locales
-Integration tests updated to cover the new right; full test suite passing

Cette PR ajoute la possibilité de transférer plusieurs tickets à la fois vers une autre entité :
plugin_transferticketentity_massive(« Transfert en masse autorisé ») pour contrôler l'accès à cette fonctionnalité, en complément des droitsuseetbypassexistantsContexte
Cette fonctionnalité a été développée par le Département de Maine-et-Loire, où le transfert de tickets entre entités est un flux quotidien : transférer les tickets un par un était chronophage pour les techniciens.
