fix(acp): resumed Copilot sessions no longer replay old history into the next prompt - #29235
When T3 reopens a GitHub Copilot CLI session with session/load (for example after the idle session/close), the history Copilot replays is ingested as live output of the user's next prompt. Old background subagents come back as "running" with nothing to finish them, and earlier assistant messages are duplicated in the thread.
Copilot CLI 1.0.105, driven over ACP on this VM, sends available_commands_update about 0.15 s after session/load starts, before any history. It then keeps loading (auth, model list, its event log) before it replays the untagged history and answers the load. T3 counted that metadata update as replay activity, so it armed the 2 s replay-idle fallback. The fallback won before Copilot replayed anything, T3 cleared the load gate and sent session/prompt, and the replay that followed went into the new run. The issue's trace fits this: session/load "succeeded" 2.43 s after it started, which is the idle gap plus polling, and the replay arrived about 1.5 s after the prompt started.
Change
sessionUpdateCountsAsLoadReplayActivity no longer counts session metadata (available_commands_update, current_mode_update, config_option_update, session_info_update, usage_update) as replay activity. Only history (messages, thoughts, tool calls, plans, compaction) or updates tagged _meta.isReplay arm the replay-idle fallback. Copilot's load now waits for its real session/load answer, so its replay stays behind the load gate.
Grok, the agent the fallback exists for, tags its replay _meta.isReplay and is unaffected. Metadata received during a load is still held back from the live stream and still supplies candidate config options.
The mock ACP agent gets a T3_ACP_EMIT_SLOW_UNTAGGED_LOAD_REPLAY mode that follows Copilot's order: metadata first, a quiet phase, untagged history, then the load response. The new runtime test uses it.
This PR covers the session/load replay leak (the issue's Bug B). It does not change how Copilot's own follow-up work after background subagents finish is shown (the issue's Bug A).
Verification
apps/server/src/provider/acp/AcpJsonRpcConnection.test.ts › keeps untagged history replayed after a quiet session/load out of the next prompt. It fails with only the classifier change reverted (main's classifier) and passes at head:
× keeps untagged history replayed after a quiet session/load out of the next prompt
actual: [ 'history from an earlier turn', 'hello from mock' ],
expected: [ 'hello from mock' ],
At head the whole file passes, 31 of 31. The test also checks that no ToolCallUpdated from the replayed subagent reaches the prompt.
packages/provider-acp/src/server/runtimeModel.test.ts: untagged metadata does not count as replay activity, and the same update tagged _meta.isReplay does. 52 of 52 pass.
vp run check:changed: format, lint, knip, typecheck of 13 packages, and 84 tests in 3 files all pass. Reviewers also ran the ACP adapter, registry, Grok, Fx and Antigravity suites that cover session load: 116 + 76 tests, all passing.
Runtime transcript, from the mock agent in this mode driven through AcpSessionRuntime:
# main classifier
session/load succeeded loadReady=replay_idle <- synthetic idle fallback
session/prompt started
emitted: AvailableCommandsUpdated, ToolCallUpdated, AssistantItemStarted, ContentDelta, PlanUpdated, ContentDelta
text: ["history from an earlier turn", "hello from mock"]
# head
session/load succeeded <- real response
session/prompt started
text: ["hello from mock"] <- no replayed tool or text
Live Copilot CLI 1.0.105 over ACP, on a synthetic session (this VM's GitHub credential is not accepted by the Copilot API, so the load ends in an auth error). It shows the metadata arriving before any history:
A full authenticated Copilot reload, because no Copilot account is available here. The test's agent ordering follows the behaviour above and the issue's trace.
Grok live. Its authenticate needs an interactive sign-in.
An agent that leaves session/load unanswered and sends only untagged metadata now waits for the existing 90 s load timeout instead of the 2 s fallback. No known agent does this.

…next prompt
These tests reproduce #29211: an agent that sends session metadata on
session/load, goes quiet while loading, then replays untagged history
lets the replay idle fallback finish the load early, so the history is
ingested as live output of the next prompt.

… into the next prompt
Copilot CLI answers session/load with session metadata first, loads for
more than two seconds, then replays untagged history. The metadata armed
the replay-idle fallback, so the load finished early and the replay was
ingested as live output of the next prompt. Only history (or anything
tagged _meta.isReplay) now arms the fallback.

Macroscope's review found this PR approvable — The change prevents early session metadata from releasing the replay gate before Copilot sends historical output. Session isolation and the existing load timeout remain intact, with targeted regression evidence supporting the fix.
You can add or adjust custom eligibility rules. Learn more.
The change excludes untagged session metadata updates from load-replay activity. It adds unit coverage and a live regression test that exercises delayed, untagged replay during a resumed session prompt.
Untagged command, mode, configuration, session-info, and usage updates no longer count as load-replay activity. Explicitly tagged replay updates still count, as do compaction updates.
The mock agent coordinates session loading with prompt arrival, then emits delayed, untagged replay updates. The live test checks that collected prompt events contain the expected mock text and no tool-call updates.
Issue 29211 describes stale subagents and duplicate history after Copilot session reload. This change addresses the replay-classification portion, not the separate missing follow-up output.
Issue 22015 describes ACP session-load replay and root-session updates outside the visible projection. This change does not implement imported-history hydration or out-of-turn output projection.

Explanation
For [#29211] Bug B, the PR prevents session metadata from arming the load-replay idle fallback. runtimeModel.ts still counts history updates and _meta.isReplay updates, while excluding the five listed metadata update types. The runtime test covers metadata, quiet loading, untagged tool and message replay, and the next prompt. The unit test verifies both untagged metadata and tagged replay metadata. Bug A is explicitly excluded by the PR scope, so it is not an unmet objective here.

Explanation
The changes are limited to the replay classifier, focused runtime and unit tests, and an opt-in mock-agent scenario for [#29211] Bug B. Each change supports replay-gate behavior or its regression coverage. No unrelated change is demonstrated.

Release the replay fixture without a timeout.
With the new classifier, runtime.start() waits for session/load to finish before the test sends a prompt. The mock waits for that prompt at Line 684, so only the one-second timeout lets the test proceed. Coordinate a test-controlled release after the metadata update instead. The coding guidelines state: “A test that needs a timeout to pass is wrong.” (raw.githubusercontent.com)
