feat(web): add browser cookie import option to preview toolbar menu - #29156
Add an Import cookies from submenu inside the built-in browser toolbar's More menu (Profile: <name> section) so users can import cookies from installed browsers (Chrome, Safari, Brave, Arc, Edge, etc.) directly from the toolbar without navigating to Settings → Browser → Profiles.
Preselect the active tab's persistent profile (e.g., Default or a custom profile) as the target in BrowserImportWizard when launched from the preview toolbar (falling back to creating a new profile when in an Incognito tab).
Extract a shared useBrowserCookieImport hook used by both BrowserProfilesSetting in Settings and PreviewView.
UI Preview
Testing
Added unit tests in apps/web/src/components/settings/browserImportWizard.logic.test.ts covering initialTargetSelection with preferredProfileId (including Incognito at the profile limit).
Added browser test in apps/web/src/components/preview/PreviewView.browser.test.tsx verifying the toolbar menu discovers importable browsers and opens the cookie import wizard with the active profile preselected.
Macroscope's review found this PR requires human approval — The preview toolbar gains cookie import through the existing wizard, now defaulting to the active profile when available instead of a new profile. Human review is required to confirm that destination default, since imported cookies can affect an existing browsing session.

Walkthrough
The change adds browser-cookie import to eligible preview tabs. A shared hook manages source discovery, import sessions, profile validation, and imports. The preview menu lists sources and opens a wizard that can prefer the active profile as its target.
Changes: Browser Cookie Import
Layer / File(s)
Summary
Import state and settings integration apps/web/src/components/settings/useBrowserCookieImport.ts, apps/web/src/components/settings/IntegrationsSettings.tsx
The hook manages source discovery, import sessions, profile checks, cookie imports, and Full Disk Access settings. Browser profile settings use the hook for these operations.
The wizard accepts a preferred target profile ID. Initial selection uses the matching listed profile or selects a new target when no match exists. Tests cover preferred-profile selection.
Preview menu and import flow apps/web/src/components/preview/PreviewMoreMenu.tsx, apps/web/src/components/preview/PreviewView.tsx, apps/web/src/components/preview/PreviewView.browser.test.tsx
Eligible preview tabs expose importable sources in the menu and render the wizard for an active session. The browser test checks source selection, the preferred profile, import arguments, and the imported-cookie count.

Merge Risk: Low · up to 70890
The toolbar cookie import works for normal tabs. In a narrow case where the tab's profile was removed and the profile limit is reached, the wizard may preselect an unrelated profile. The user can change it before importing, so this is a small follow-up rather than a merge blocker.

Do not default an Incognito import to Default at the profile limit.
For an Incognito tab, activeProfileId is absent from listedProfiles. When atProfileLimit is true, initialTargetSelection falls back to the first listed profile, Default. A user who accepts the preselected target imports those cookies into a persistent profile. Disable this flow at the limit or require the user to choose an existing destination explicitly. Cover the Incognito-at-limit case in the selection test. (raw.githubusercontent.com)

Require an active tab before offering cookie import.
When snapshot is null, this condition still enables cookieImport for a connected desktop preview. The new submenu does not inherit PreviewMoreMenu.enabled, so a user can select a source from an empty preview. The wizard then treats Default as the active profile and can import cookies there without an active tab. Require an eligible snapshot and tab before supplying cookieImport. Block Incognito cookie import at the profile limit.
When an Incognito preview tab opens the wizard at BROWSER_PROFILE_MAX_COUNT, Incognito is excluded from targetProfiles. initialTargetSelection then selects the first persistent profile because it cannot create a new profile. The import sends cookies to that persistent profile instead of preserving Incognito behavior.

Update the cookie-import eligibility check in canImportCookiesInTab so an active
Incognito profile at cookieImport.atProfileLimit cannot import cookies; preserve
the existing eligibility conditions and prevent the wizard from importing into a

Move the cookie-import helpers out of IntegrationsSettings.tsx.
The ESM cycle is real: PreviewView.tsx imports useBrowserCookieImport, the hook runtime-imports importBrowserCookiesIntoTarget, and IntegrationsSettings.tsx imports the hook. The lazy call avoids an established initialization crash, but the preview path now depends on the settings component module.
Move importBrowserCookiesIntoTarget and its shared profile-cleanup, error, and type declarations to a neutral browser-import module. This must include clearBrowserProfileData, which the import helper calls and which the settings UI also uses. Update the component and logic tests to import the moved helpers.

Cover a non-default persistent profile in the preview integration test.
The test uses the default profile for both the active preview state and the expected import target. Code that always forwards DEFAULT_BROWSER_PROFILE_ID would pass. Add a custom persistent profile to the settings and preview fixtures, then assert that its ID is selected and sent to the import bridge.

Added an Import cookies from submenu inside the Profile: <name> group (directly above Clear cookies and Clear cache).
Opening the menu triggers listBrowserImportSources() to discover installed browsers (Chrome, Safari, Brave, Arc, Edge, etc.), while surfacing managed-policy denials or empty states cleanly.
Preselected Active Tab Profile (BrowserImportWizard.tsx & browserImportWizard.logic.ts):
Added preferredTargetProfileId / preferredProfileId support so opening the import wizard from a browser tab preselects that tab's persistent profile (e.g., Default or a custom profile) in the Into column.
If the active tab is Incognito (or its profile is not in the persistent target list), initialTargetSelection selects New profile rather than silently defaulting to Default—even when at the profile limit.
Extracted useBrowserCookieImport so both Settings → Browser → Profiles and PreviewView share the same source discovery, managed-policy refusal parsing, and import wizard session state.
Gated canImportCookiesInTab in PreviewView.tsx on an active snapshot and runtimeTabId so cookie import is only offered when an eligible browser tab is active.

Fall back to an existing profile when the preferred profile is unavailable at the profile limit.

Do not silently select another profile when the preferred profile is unavailable.
PreviewView passes the active tab's profile ID separately from the current persistent profile list. If that ID is absent and profile creation is unavailable, initialTargetSelection selects the first persistent profile. The wizard enables Import for that valid, but potentially unrelated, profile. Require an explicit target selection in this case.
The fallback predates this PR, so this concern applies to the new PreviewView workflow rather than the added preferred-profile branch itself. The wizard does let users change the selection, which limits this to a narrow, recoverable edge case.
