• Add tidb-cloud/monitor-prometheus-and-grafana-integration-tidb-cloud-dynamic-tracker.json, which was deleted by mistake when synchronizing the latest cloud doc from release-8.5 to master.
• To avoid a similar mistake in the future, this PR will be cherry-picked to release-8.5 as well. In the future, whenever updating this file, we must ensure it is updated in both release-8.5 and master branches.
