windows.php.net now ships rebuilt binaries with a build number (
php-8.5.12-1-Win32-vs17-x64.zip, same for the devel pack) and removed the original archives, soBuild Windows releasefails on main at "Download PHP". This blocks the 1.13.4 release.-Nsuffix and pick the highest build of the latest version.PHP_VERSIONstays8.5.12, so the embedded version string doesn't change.
