Translation of php/doc-en#2771 (commit ae7cad1): the OCI8 constants tables now show the type of each constant. EN-Revision updated.
Fixed the OCI_DESCRIBE_ONLY, OCI_SYSDBA and OCI_SYSOPER descriptions along the way, which had drifted from the English text.
