Translation of php/doc-en#5886 (commit a109099) and php/doc-en#5867 (commit 74492d2): the filter constants are split into one file per group, and the FILTER_VALIDATE_DOMAIN warning about arbitrary characters is added. EN-Revision updated.
Fixed the swapped "for most schemes" wording between FILTER_FLAG_SCHEME_REQUIRED and FILTER_FLAG_HOST_REQUIRED in constants.validation.xml along the way.
