feat: check Composer metadata in CI and support trusted runners - #86
Related to #5. Adds a read-only Composer metadata gate after #83, plus the coordinated trusted-runner input needed by consumer workflows.
Repository: Quality checks this repository's root manifest. The public reusable adds boolean normalize-composer (default false), forwarded to the internal check job; this repository's PR caller enables it. The reviewed installed tool checks the exact consumer checkout regardless of changed PHP paths. Status 1/2 fails normally. Gates never apply fixes, maintain locks, install consumer packages or change PHP check/fix behavior.
The optional runs-on JSON string defaults to ["ubuntu-latest"] and reaches both internal jobs. Custom selection requires a JSON array including self-hosted and Linux, a same-repository PR and a data-only job. Forks, incompatible valid JSON selections, a non-empty ECS config, and enabled Rector use hosted Ubuntu before scheduling. Invalid JSON fails expression validation; labels must satisfy GitHub's native runner schema. The explicit Bash guard verifies actual Linux and known runner environment, and independently rejects foreign/executable-config modes on self-hosted runners before checkout.
Same-repository membership is not approval to execute consumer PHP. The permitted self-hosted paths use the installed preset/worker, php -n -l, and PHPMND with installation-owned cwd; consumer sources/config/autoload are not evaluated there. Explicit ECS config and Rector remain supported on the hosted fallback. Own CI stays hosted. No runner/access setting, secrets, approval mechanism or permissions were added.
The repository manifest is explicitly normalized in this patch to prepare the gate. JSON values, literal requirements and script sequences are equivalent; composer.lock is byte-identical. No dependency update or Actions ref change. Documentation, canonical consumer guidance and two minor changelog fragments cover adoption and trust. Existing consumers must use a published/ref revision supporting these inputs; this PR does not advance v0 or roll out the CLI caller.
Validation on the committed patch:
Full local XDEBUG_MODE=off composer check: 291 tests / 2,487 assertions, six environmental skips (five Linux process-group cases and one unavailable DOM-free runtime); syntax passed for 83 PHP files, ECS passed.
Original workflow/identity tests: 8 tests / 343 assertions. Review-fix focused tests: 23 tests / 467 assertions, one environmental skip; the final full suite also covers the subsequently strengthened unknown-environment guard. Actual checked-in shell steps run against normalized/non-normalized manifests, fresh/stale locks, invalid JSON and missing paths, including spaces and shell metacharacters. Exit codes and full fixture byte inventories verify no writes.
Actual own workflow step: status 0, metadata and tracked diff unchanged. Manifest values compared with base; lock byte equality verified.
actionlint .github/workflows/*.yml resources/workflows/*.yml, Bash syntax and diff checks passed. Independent read-only review found no pending findings on patch SHA256 843b043bc2bb1af95ba84af493e3dc12073198a1333b874f6bf258fc2e67432e.
Capacity limits were preserved and heavy checks serialized. The first full run found an old test's global count of false-default inputs; the test now verifies each optional engine directly, and the complete rerun passed. Identity negative cases also include a valid control so the new runner guard cannot mask them.
Current HEAD: 0fe28eff26a8f9b6b586b3a4620b26859bb8e44d; original branch ancestor 705f1de9f5a22bb17f8838c1b4180794a661e98a. Current main is d6f4f14cfc018287ef7a748bead4dd3715c5da95 (caret correction #87 and release #85 retained by the tested merge). This signed fix addresses security finding 4405342285 and platform finding 4405362014. Both threads received technical replies and were resolved only after verified local correction and independent exact-commit review. Poison fixtures detect evaluation of ecs.php, consumer autoload and source PHP. Patch SHA256 for the fix: 0dafb31e861906ce7a83e6f2e2b01e4ff0f5d84e7104d4df65ee9c580016c83a.
The previous HEAD 6e729d0 passed remote Quality/PR Standards/CodeQL/changelog, but its reviews found the two issues above. Those results are not counted for the fixed SHA. New-HEAD Quality passed on PHP8.3/8.4/8.5: each 296 tests / 2,543 assertions, no skips, plus33Twig checks, normalization and final no-diff gate. It tested merge ac863c2bb89cd1bfaed7e661329efb496619e56d of this HEAD into main d6f4f14; the five extra tests come from newer main. All main requirement values are retained. PR Standards, applicable changelog and CodeQL checks passed. Codex code/security both completed on exact HEAD0fe28ef with no findings or unresolved findings (summary6478838202). CodeRabbit automatically rate-limited this SHA: at 20:03:41 UTC it reported 37 minutes, deriving a next reported window of 20:40:41 UTC. The previous completed review and resolved thread are not a fresh current-HEAD full review. No additional review request, plan/configuration/credential change or limit bypass.
The owner marked this PR ready at 19:41:31 UTC; that manual state is preserved. No merge, approval, release, v0 update or auto-merge. Local tests and hosted-default CI do not claim live self-hosted/fork scheduling verification.
Reusable checks can optionally validate root Composer metadata in read-only mode. This check is disabled by default and can be enabled for trusted consumer pull requests.
Trusted same-repository pull requests can optionally use a selected runner. Fork pull requests and other events continue to use hosted Ubuntu runners.
Documentation
Updated workflow guidance to explain these options, their defaults, and runner requirements.
Tests
Added coverage for Composer check outcomes and runner selection safeguards.
The reusable Code Standards workflows now support custom runners for trusted same-repository pull requests and an opt-in, read-only Composer metadata check. Repository CI enables the check, and tests and documentation cover the workflow inputs and behavior.
The workflows accept JSON runner labels and use them only for same-repository pull requests. Other cases use ubuntu-latest. Runtime checks reject self-hosted execution when repository identity does not match.
The reusable check adds an opt-in Composer normalization step. Repository CI runs the check, and repository PR standards enables the input. Tests cover check results, unchanged files, and workflow wiring. Composer metadata values and commands remain unchanged.
Workflow contract and documentation .changelog/*, AGENTS.md, README.md, docs/automation.rst, docs/composer-normalization.rst, resources/skills/fast-forward-code-standards/references/configuration-and-ci.md
The documentation and changelog describe runner selection, Composer normalization inputs, defaults, and behavior.

composer-normalization-workflow-check.md — added, minor
Check this repository's root Composer metadata in CI and expose an opt-in `normalize-composer` boolean in the reusable check workflow. Reuse the reviewed installed tool in check mode, independent of changed PHP selection, without applying changes, maintaining locks or installing consumer packages.
trusted-consumer-runner.md — added, minor
Allow same-repository data-only pull request checks to select existing Linux self-hosted runners through the reusable runs-on JSON input. Retain hosted defaults and route forks, executable ECS config and Rector to hosted Ubuntu before scheduling; validate the actual platform and execution boundary again before checkout.
