Configure native development skills and contextual Dash artwork #32
Description
Add llm/skills as require-dev with its supported project manifest and restricted Fast Forward donors. Include the official .github Dash skill and a contextual README image using verified brand-kit masters. Exclude DevTools README/Sphinx authoring skills from sync. Preserve canonical resources/skills export and exclude generated synced copies from Git/Composer archives. Validate actual native sync, Composer graph, source archive, image and runtime checks.

Main Quality 40467508426, Changelog 40467509420 and Push completed successfully.The merge includes the development-only llm/skills dependency, native restricted skill sources, official Dash skill/artwork, canonical resources/skills export and one .gitattributes distribution policy. DevTools README/documentation-authoring skills are excluded. Git and Composer exports were compared byte-for-byte from a normalized fixture, including explicit release-helper exclusions and the PNG. The final local aggregate passed 124 tests/982 assertions; the image hash remained
