- Add .editorconfig and CODE_OF_CONDUCT.md (Contributor Covenant 2.1).
- Refresh README to describe the generic ruleset interface + presets (was the pre-refactor "baseline + signed commits" wording), note per-repo rulesets, and bump the submodule example pin to ~> 0.2.
- Bump the pre-commit workflow's Terraform to 1.9.8 to match the module's
