fix(ui): stabilize portaled ReactSelect menu placement

Stabilizes portaled ReactSelect menu behavior near viewport edges by measuring available space around the control and applying runtime menuPlacement and maxMenuHeight values.

Removes the fixed .rs__menu-list max-height override so react-select can apply computed sizing, and defaults captureMenuScroll based on whether the menu is portaled.

Consolidates shared Select / CreatableSelect wiring to keep the behavior consistent across both variants.
