Add scheduled (weekly, Saturday 10AM UTC) and manual force-bump workflows that update github.com/openstack-k8s-operators/* Go module dependencies (currently lib-common) by calling shared CI workflows from the openstack-k8s-operators-ci repository.

This complements Renovate, which handles all other dependency updates (GitHub Actions, k8s.io, third-party Go modules, etc.) but explicitly excludes openstack-k8s-operators/* packages [1]. The force-bump + Renovate split is the standard pattern used across openstack-k8s-operators/* repositories.

The govulncheck issue is going to be fixed in the MCP PR (no need to fix it here).
