Many downstream jobs pass `cifmw_repo_setup_rhos_release_args` via extravars, and since extravars have top precedence in ansible, it wasn't possible to set different args for different targets. This makes supplying separate args possible. Signed-off-by: Michael Burke <michburk@redhat.com>
