Converge the untracked per-module STATUS.md + PLAN.md (and the PDF PLAN-stage0.md subplan) into a single AGENTS.md per module, so the agent notes are tracked in git and auto-loaded by the repo's agent-instruction discovery convention (which looks for AGENTS.md, not AGENT.md).
