Add background job inspection commands

Summary

• add background job list and detail commands with queue, state, inclusive from/to, limit, and cursor options
• support cursor pagination and structured JSON or readable table output
• vendor the matching contracts and control-plane client, document the commands, and prepare CLI 3.2.0
