Keep MCP v2 in the default test environment
This update also downgrades the locked mcp package from 2.0.0 to 1.30.0. Because CI sets UV_FROZEN=1 and make sync installs this lock with all extras, the main test, lint, and type-check jobs now exercise only the MCP v1 implementation; the separate compatibility job also pins v1 versions, while the detailed unit tests are the only coverage of the v2-specific mcp.Client path. A regression in the documented v2 support can therefore pass CI, so retain MCP v2 in the default environment or add an explicit v2 test job before accepting this transitive downgrade.

The Blaxel update is blocked by its upstream dependency contract: 0.4.13 requires mcp>=1.9.4,<2.0.0, downgrading the default environment from MCP v2 to v1. This breaks the v2 test-server constructors and removes default v2 coverage. I also checked the latest published Blaxel release, 0.4.19: it still declares the same MCP <2 constraint (https://pypi.org/pypi/blaxel/0.4.19/json). Blaxel is an optional hosted sandbox backend, installed with openai-agents[blaxel]; it is not a core dependency. Retaining the current version keeps the existing backend available without accepting this downgrade. Resolving this requires upstream MCP v2 support or an explicit decision to split the dependency/test environments; suppressing type errors or overriding the upstream constraint would not establish compatibility.
