Moves the (not yet released) v0.19.4 image from Debian bullseye to bookworm, on top of #53's bump to onecodex==0.19.4 and pigz (bullseye no longer gets security updates).

Changes (same as #56 and v1.1.0 did for the v1 line):

  • python:3.13-slim-bullseye → python:3.13-slim-bookworm
  • libffi7 → libffi8
  • drop python-dev (not in bookworm; the Python image already has the headers)
  • pin setuptools<81 (jupyter_contrib_nbextensions needs pkg_resources)

After merging: publish with make release on the v0.19.4 branch (it tags the image with the branch name), then tag v0.19.4.

Note that unpinned requirements (awscli, biopython, statsmodels, ...) will resolve to current versions; the example-notebook test in CI should catch obvious breakage.

Notebooks are moving to E2B sandboxes, and E2B installs systemd, openssh and a
few other packages into every template image with apt. bullseye's security
packages have been pruned from deb.debian.org, so that install now 404s and the
v0.19.x images can no longer be built as E2B templates. The v1 line already moved
to bookworm (#56); this does the same for v0.19.4:

- python:3.13-slim-bullseye -> python:3.13-slim-bookworm
- libffi7 -> libffi8
- drop python-dev, which bookworm doesn't have (the python image ships headers)
- pin setuptools<81: jupyter_contrib_nbextensions imports pkg_resources, which
  setuptools 81 removed, and the slim image no longer ships setuptools (as in v1.1.0)
