What is true on main

Since PR #29258 (#28904), the ceremony moves a package-less row of an email_template locale the base does not ship as the pair's OWN member: no overrides, outcome moved with addedMember. The D11 close (packagelessCloseSubject) judges only the declared-override move, so that row's package-less write stays open before and after the move. The skill's "refused once movable" is therefore false for that row. PR #29457 (#29261) corrects the same claim in the unreleased ADR-0087 entry packageless-overlay-write-closed and its pending changeset; the skill sentence is the remaining copy.
