Symptom. A tenant overlays a packaged object (ADR-0029 D9) and rewords the message of a validation rule that a SECOND package contributes through objectExtensions, keeping the rule's name. the rule served on /meta (translateObjectValidations, packages/spec/src/system/i18n-resolver.ts).

PR #27543 applies ADR-0029 D9.2a to rule messages by comparing the served message with the packaged rule of the same name. The packaged side is the OWNER's declaration only: /meta receives packagedBase from packagedObjectBaseOf (packages/rest/src/meta-item-read-gate.ts), which calls getPackagedObjectBase (packages/metadata-protocol/src/protocol.ts). That method answers registry.getPackagedObjectOwner(name).definition. The refusal side reads the same owner body (packagedRuleLookup, packages/objectql/src/engine-validation-messages.ts). An extension rule is absent from that body by construction, because the registry concatenates extenders' validations in mergeObjectDefinitions. So the comparison has nothing to compare it with, and the catalog applies. This keeps an untouched extension rule translated, which #27543 measured. It also means a tenant's rewrite of that rule is never recognised.

Reach (measured). In-repo probe on 3e836456 (PR #27543's head), not committed. The setup was a real ObjectQL engine and SchemaRegistry:

a zh-CN bundle entry objects.px_duty._validations.ext_blocked.message;
a tenant overlay layer carrying ext_blocked reworded to Tell us what blocks this duty.

The tenant's sentence reaches neither reader. The duplicate same-name rule in the fold is part of the same evidence. Whether an overlay may carry an extender's rule at all, and how the fold should merge it (subtractExtenderContributions removes only byte-equal extender entries), belongs to this card's design.
