ui/scripts/__tests__/check-vi-mock-inherit.test.ts has the same shape #27423 fixed in check-i18n-dead-keys.test.ts: three cases each run a whole-repository scan inside their own case, measured at 6.1–6.8 s each. On a loaded CI shard that sits close to the 15 s test budget. A main-red timeout like #27423's (Test UI shard, green on the same sha in the queue) is the expected failure mode.

Fix shape (reuse #27437)

Take each whole-repository reading once per file, at collection (in the describe body, not in a case or a beforeAll, per ui/AGENTS.md 测试纪律), through a frozen memo, so no case walks the repo.
Never raise a timeout, skip, retry or change an assertion.

Acceptance

No case in the file runs a whole-repository scan, and the three cases each run in milliseconds.
Every assertion is unchanged, and the file stays green.
Report before and after timings for the three cases and for the file, idle and under CPU load.
