os migrate organization-ownership --apply, walled posture: the rewrite gate blocks an undeclared position's binding with "the authored-conversion step carries them; resolve its blocker", but under a wall that step only reports and has no blocker #23542
Filing gate ①, class (a): operator text on the v18 ceremony points at a remedy that does not exist, so the operator cannot act. It was measured at the public door.
reach: the public door os migrate organization-ownership --apply, under a walled posture (isolated). Measured by #23359's dev (os-dev-report on #23359, out-of-scope finding 1) on the real served boot: the walled case of organization-ownership-apply.served-catalog.integration.test.ts, at PR #23540's head 7d73667169, and in that PR's unit pins (zz_undeclared rows).
The database: a 17.x database whose sys_position_permission_set binds a position that no catalog declares.
The rewrite gate blocks with: "Binding rows give position NAME sets its catalog definition does not name (…); deleting them would lose a grant. The authored-conversion step carries them; resolve its blocker, then re-run."
But authored-conversion reports status done with no blocker. Under a wall it only reports, so the remedy points at nothing actionable.
This happens whether the security plugin is composed or not.
Filed by domain:cli seat 2 (#22648) · sunhaolin · session session_01Q9PZ5Pzqcus4woVvTZwWNU, at PR #23540's ACCEPT. ⛔ Not a claim. Lane and grade are triage's.
Reader who acts: triage grades it. The landing is verifyReferences in packages/cli/src/utils/organization-ownership-apply.ts: the non-declared binding blocker of the walled rewrite gate. It is domain:cli by the lane table, and it is one of the ceremony files in seat 2's serial queue (#22648 §3).
PR #23540 (#23359) changes this blocker's remedy only for a built-in position while the security plugin is not composed. A position that no catalog declares keeps the sentence above, by design. The right walled remedy for that case (declare the position, or remove the bindings, or something the wall allows) is undecided, so it is a card of its own.
Acceptance (a proposal; triage's call)
Under a wall, the gate's remedy for an undeclared position's binding names an act the operator can take on this database. It never points at a step that reports done.
The gate still refuses, and nothing is deleted or guessed.
Pins: the walled served-boot case answers the new remedy; a non-walled run keeps today's text.
MCP search_issues on objectstack-ai/objectstack, closed included: organization-ownership walled rewrite gate undeclared position binding remedy resolve its blocker authored-conversion reports only under wall. It returned 73 hits; the top eight were read.

Read fresh. Under a wall, os migrate organization-ownership --apply's rewrite gate refuses an undeclared position's binding. Its remedy sends the operator to the authored-conversion step, which under a wall only reports done, with no blocker. This is measured on the served boot. The operator has no act to take.
The gate still refuses, and nothing is deleted or guessed. The remedy names an act the wall allows on this database.
If the only acts are a product choice (declare the position, or drop the grant through the reviewed plan file), the seat presents them as a decision with the facets. ⛔ The seat does not pick between them.
Claim: PM loop round 10, serial, READ-ONLY READINGS (#23542: what act a walled deployment can take on an undeclared position's binding that the ceremony's rewrite gate refuses, read from the tree, so the remedy can name it or the choice can go to the maintainer) · 2026-10-14T23:23Z

Account: sunhaolin (the seat's linked user as GET /user answers it; the card's assignee from this act)
Branch: none (a read-only readings dev opens no branch and no PR)
Worktree: none (it reads origin/main through git show and REST, and writes nothing to any checkout)
Domain: domain:cli

Scope: the maintainer's 「当前任务处理完,后续改为串行派发」, the one serial claim.
Why read-only: triage 6178318376 makes the fix conditional on what the wall allows. "If the only acts are a product choice (declare the position, or drop the grant through the reviewed plan file), the seat presents them as a decision with the facets. ⛔ The seat does not pick between them." A build waits on that reading (os-dev.md:351, and the pm-dispatch skill's measure-first rule).
Where to read:
verifyReferences in packages/cli/src/utils/organization-ownership-apply.ts (:1974; the remedy at :2055) and runAuthoredConversion's walled arm.
The ceremony's reviewed plan file and fate supplement (--fate-supplement, organization-ownership-plan.ts).
The doors that declare a position under a wall: plugin-security, and ADR-0131 D3/D5.
Container & model: S, judged (readings only), mode:subagent, model: default tier. No review is owed: there is no diff.
Clause-②: no (no diff)
Responsibility: the readings of what the wall allows (this lane, the ceremony's owner) | plugin-security's position doors and ADR-0131's walled rules, read, not changed | every walled deployment whose 17.x database binds a position no catalog declares
Thread-read: 6178318376
Serial constraints cleared: none touched, because no file is edited. This seat has no other card in flight.

"summary": "The premise holds at origin/main 0b9391b. Under group/isolated, runAuthoredConversion returns done before it reads a single binding (packages/cli/src/utils/organization-ownership-apply.ts:791-800). verifyReferences refuses every binding whose position's catalog definition does not name its sets, under any posture, and points the operator at that step (packages/cli/src/utils/organization-ownership-apply.ts:2041-2057, remedy :2054-2055). Exactly one act clears the gate on a walled database without a product judgement: declare the position in the environment catalog, with permissionSets naming the bound sets. It has two doors: the deployment's code, or the metadata door as the platform operator (packages/metadata-core/src/meta-write-capability.ts:215-217). ADR-0131 D3 gives this act to the operator, and the 18.0.0-next release text already prescribes it for this population (.changeset/pre/15204-s1-position-permission-sets.md:50-51). No other candidate has a door on main: no runtime declares the binding object, --fate-supplement refuses platform objects, and the plan file carries no fate. Building a knowing-drop or a knowing-promotion door would be a product decision; residual_b_options gives the facets and picks none. Two caveats for the fix. First, the metadata-door half needs a served v18 runtime, and the boot refusal #15211 plans would remove it mid-ceremony. Second, the same blocker loop also serves the conflicting arm and declared positions missing sets, and no sanctioned act exists for conflicting rows or for a sealed managed position.",
"recommendation_shape": "remedy names act X. X = declare the position in the environment catalog, its permissionSets naming every set its binding rows bind (the blocker already lists them), either in the deployment's code (a stack or package position declaration, compiled into the artifact the ceremony boots) or through the metadata door as the platform operator (PUT /api/v1/meta/position/NAME), then re-run. Use one door only. acts A1 and A2 are this act's two doors. Every other candidate either has no door on main (B1-B3) or does not reach this population (N1-N4). Residual tension, not a blocker for the remedy: for a position whose declaration was removed on purpose, re-declaring it is the only door. An operator who wants that grant gone has no sanctioned act. That is the residual product question (B1-B3).",
"readings": {
"a_gate": "verifyReferences (packages/cli/src/utils/organization-ownership-apply.ts:1974-2060), binding half :2041-2057. It runs whenever sys_position_permission_set has columns. It reads every sys_position, sys_permission_set and binding row (readCatalogRows :715-726) and runs convertPositionBindingRows against each name's catalog permissionSets (declaredPositionSets :729-737; resolveName = the catalog plus this run's door saves, :575-580). It then refuses every name whose fate is not declared. A name the catalog does not resolve has an empty declared list, so any binding to it is converted (packages/core/src/security/position-binding-conversion.ts:132-145). The code is the same under every posture: the rewrite step runs it (:2120), and mirror deletion re-reads it before the first delete (:2187). The remedy at :2054-2055 is uncomposedSecurityRemedy (a built-in position on a boot that did not compose the security plugin), otherwise 'The authored-conversion step carries them; resolve its blocker, then re-run.' That text does not vary by posture. Why authored-conversion reports done under a wall: :791 if (run.opts.posture !== 'single') notes the authored set and position rows and returns status done with no blockers. That return comes before the binding conversion at :803-922, which holds readCatalogRows, convertPositionBindingRows, and the boundSets loop whose single-posture blocker 'Declare the position (or remove the bindings), then re-run.' sits at :894-903. So under a wall no step owns the binding rows, and the gate's pointer names a step that never looked at them.",
"c_17x_shape": "Inventory: sys_position (packages/cli/src/utils/organization-ownership-inventory.ts:339-346) is fate mirror-deletion. Its mirror is SEEDED, managed_by in package/platform/system (:197). Its kept category authored is AUTHORED, managed_by not in those (:198). sys_position_permission_set (:363-370) is fate mirror-deletion with no mirror selector, so every row is a mirror. Its citation assumes 'C3 migrates every binding row into the definition, after which the row is a mirror'. Under a wall nothing migrates it, which is why the gate holds. A position bound in 17.x that no catalog declares is one of three things. (i) A SEEDED row whose declaration is gone: a package uninstalled or disabled, or a declaration removed or renamed in code. This is the measured case, fixture packages/cli/src/utils/organization-ownership-apply.served-catalog.integration.test.ts:105-115 (pos_gone / zz_undeclared, managed_by platform, organization NULL). The row is a mirror the ceremony deletes. ADR-0131 D4 (docs/adr/0131-total-organization-ownership-no-null-organization-id.md:357-360) says such a name fails closed and is reported at boot. The binding onto it was an admin act: a Setup bind, or an accepted ADR-0090 D9 suggestion (D3, :293-295). (ii) An AUTHORED row: a position an organization's admin created in 17.x Setup, under 17.x's per-organization catalog. Under a wall, ruling Q3 = A on #15196 (record 6050490870) says it stops granting at v18, and the operator's path is to re-create it as environment metadata. The walled arm reports it (packages/cli/src/utils/organization-ownership-apply.ts:792-799). (iii) A built-in the boot did not declare because the security plugin was not composed. That is #23359's remedy (packages/cli/src/utils/organization-ownership-apply.ts:756-765), not this card. On v18 none of these binding rows grants anything (.changeset/pre/15204-s1-position-permission-sets.md:17, 'junction rows no longer grant'). The gate protects the record of what 17.x granted, not live access.",
"d_walled_arm": "The walled arm skips binding conversion entirely, and that is by design. ADR-0131 D3, docs/adr/0131-total-organization-ownership-no-null-organization-id.md:300-301: 'under a wall a plant admin cannot rebind a position'. :318-320: tenant admins cannot create or edit catalog items, and 'the operator defines the catalog for every tenant (managed packages, Studio)'. D12 item 8, :633-637. What the design does not account for: the walled arm also drops the BLOCKER the single arm raises for the same rows (:894-903). Its note counts only authored set and position rows (:792-799), so bindings get no line at all. D10 fate 2 (:545-549) sanctions deleting only rows that are re-derivable from code. A binding to an undeclared position is not one, so the gate is right to refuse: only a declaration turns those rows into mirrors."

The walled conflicting arm (packages/cli/src/utils/organization-ownership-apply.ts:2052-2053) blocks with no remedy, and no sanctioned door can make 17.x binding rows agree or remove them, in any posture. The single-posture text 'make the sys_position_permission_set rows agree (or remove the extra ones)' (packages/cli/src/utils/organization-ownership-apply.ts:813-818) names such an act. convertPositionBindingRows counts every organization holding a row of the name, at an empty list when it bound nothing (packages/core/src/security/position-binding-conversion.ts:125-130). Readings reviewed: report 6180893363 → one class-A act, so the remedy names it; the build is claimed below · 2026-10-14T23:42Z
domain:cli seat 2 (#22648) · sunhaolin · session_01Q9PZ5Pzqcus4woVvTZwWNU · holder of readings claim 6180691784, which these readings complete.
Accepted, read against the tree at 0b9391b827:
Why the pointer is dead under a wall.runAuthoredConversion returns done before it reads a binding (organization-ownership-apply.ts:791-:800). Meanwhile verifyReferences refuses every converted binding under every posture, pointing at that step (:2041-:2057, remedy :2054-:2055).
Exactly one class-A act clears the gate on a walled database: declare the position in the environment catalog, with its permissionSets naming every set its binding rows bind. It has two doors:
A1: the deployment's code, compiled into the artifact the ceremony boots;
A2: the metadata door as the platform administrator (PUT /api/v1/meta/position/NAME; meta-write-capability.ts:215-:217).
ADR-0131 D3 gives this act to the operator, and the shipped release text already prescribes it (.changeset/pre/15204-s1-position-permission-sets.md:50-:51).
No other candidate has a door on main:
B1 (remove the bindings): no runtime declares the binding object any more;
B2 (a fate in the reviewed plan): the fate supplement refuses platform objects, and the plan file carries no fate;
B3 (an in-place promotion): the walled arm returns first.
N1-N4 do not reach this population.
So the triage condition (6178318376) for a decision card is not met. The remedy can name act A.
Answers to the readings' open questions, this seat's:
Q1, the doors: A, name both.
Both work on main today and match the release text.
Q2, the scope: A, the whole converted arm under a wall. The same sentence is wrong for an undeclared position and for a declared, editable position whose definition lacks the bound sets, and the same act clears both.
The conflicting arm (:2052-:2053) and a position sealed in a managed package (ADR-0131 D6) have no sanctioned act.
The build names no act for them: it states the fact and prescribes nothing. They stay as Acceptance notes, 「承接者:无」, until one is measured on a real deployment.
Q3, a new door (a knowing drop, or a knowing promotion): none is built.
The remedy does not depend on the answer, no walled deployment with such a binding is named (the only instance is a fixture), and a new capability with zero pull defaults to no.
If a deployment is named, that is a decision card with the readings' residual_b_options facets. It is not opened now.
Out-of-scope finding filed: the 18.0.0-next.0 CHANGELOG line "Existing junction rows are converted … by the ADR-0131 upgrade ceremony" is false under a wall. Filed as #23555, release-text exception, to be fixed by a docs-only PR.
Claim: PM loop round 11 (#23542 build: under a wall, the rewrite gate's remedy for a converted binding names the one sanctioned act, declaring the position with the bound sets in the deployment's code or through the metadata door as the platform administrator, instead of pointing at a step that reports done) · 2026-10-14T23:42Z

"summary": "Under group/isolated, verifyReferences' binding half (packages/cli/src/utils/organization-ownership-apply.ts) now gives a converted binding a walled remedy from one helper beside it, walledBindingRemedy, instead of the authored-conversion pointer. After #23359's uncomposed-plugin remedy, which is still asked first: an undeclared position (resolveName misses) is told to declare it with permissionSets naming the bound sets through ONE door, the deployment's code (compiled into the artifact the ceremony boots) or the metadata door as the platform administrator (PUT /api/v1/meta/position/NAME), with the cold-boot one-holder reason. A declared position the metadata door reports editable is told to add only the missing sets through the metadata door. A declared position the door reports not editable (ADR-0131 D6 sealed, or an item lock), or whose verdict is unreadable, gets the fact only: the shipping package when the definition's provenance names one, and no act. The sealed read is the metadata door's own item read editable (servedLockState, packagedBaseRefusal, isSealedManagedItem), which the apply already holds as MetadataLockPort.verdict; measured on the apply command's served boot. The single-posture pointer, the conflicting text and authored-conversion's walled note are unchanged. The gate still refuses and writes nothing. "summary": "The premise holds at origin/main 0b9391b. Under group/isolated, runAuthoredConversion returns
donebefore it reads a single binding (packages/cli/src/utils/organization-ownership-apply.ts:791-800). verifyReferences refuses every binding whose position's catalog definition does not name its sets, under any posture, and points the operator at that step (packages/cli/src/utils/organization-ownership-apply.ts:2041-2057, remedy :2054-2055). Second, the same blocker loop also serves theconflictingarm and declared positions missing sets, and no sanctioned act exists for conflicting rows or for a sealed managed position.","recommendation_shape": "remedy names act X. That is the residual product question (B1-B3).",
"readings": {
"a_gate": "verifyReferences (packages/cli/src/utils/organization-ownership-apply.ts:1974-2060), binding half :2041-2057. It runs whenever sys_position_permission_set has columns. It reads every sys_position, sys_permission_set and binding row (readCatalogRows :715-726) and runs convertPositionBindingRows against each name's catalog permissionSets (declaredPositionSets :729-737; resolveName = the catalog plus this run's door saves, :575-580). It then refuses every name whose fate is not
declared. A name the catalog does not resolve has an empty declared list, so any binding to it isconverted(packages/core/src/security/position-binding-conversion.ts:132-145). Why authored-conversion reports done under a wall: :791if (run.opts.posture !== 'single')notes the authored set and position rows and returns status done with no blockers. That return comes before the binding conversion at :803-922, which holds readCatalogRows, convertPositionBindingRows, and the boundSets loop whose single-posture blocker 'Declare the position (or remove the bindings), then re-run.' sits at :894-903. So under a wall no step owns the binding rows, and the gate's pointer names a step that never looked at them.","c_17x_shape": "Inventory: sys_position (packages/cli/src/utils/organization-ownership-inventory.ts:339-346) is fate mirror-deletion. Its mirror is SEEDED, managed_by in package/platform/system (:197). Its kept category
authoredis AUTHORED, managed_by not in those (:198). sys_position_permission_set (:363-370) is fate mirror-deletion with no mirror selector, so every row is a mirror. The gate protects the record of what 17.x granted, not live access.","d_walled_arm": "The walled arm skips binding conversion entirely, and that is by design. Module doc packages/cli/src/utils/organization-ownership-apply.ts:57-63: 'Only under single (ADR-0131 D3: a Setup catalog write is an environment metadata write under single and refused under a wall); under a wall the rows are reported'. A binding to an undeclared position is not one, so the gate is right to refuse: only a declaration turns those rows into mirrors."

convertedbinding a walled remedy from one helper beside it, walledBindingRemedy, instead of the authored-conversion pointer. The sealed read is the metadata door's own item readeditable(servedLockState, packagedBaseRefusal, isSealedManagedItem), which the apply already holds as MetadataLockPort.verdict; measured on the apply command's served boot. "carrier: none (承接者:无) · noted, not filed. Per the seat's review, the conflicting arm and a definition sealed in a package have no sanctioned act, and their text states the fact only. Measured on the served boot: the deployment's own artifact-declared position reads sealed exactly like a vendor's (editable false, lock no-overlay), and the door's own save refusal says 'Edit the source artifact and redeploy'. The gate cannot tell the two apart, because the install mode is not modelled (the isSealedManagedItem doc in protocol.ts). So it names the shipping package and no act.",
