feat(metadata-core,metadata-protocol,runtime): #15211 S2+S5 — the sys_metadata family drops organization_id, and the v18 boot refusal lands with it (C7b, split for seat 1) #23429
#15211's stages S2 and S5, split out for domain:engine seat 1, on the maintainer's word (「哪些可以分拆给 seat 1」, to spread the work across accounts). Seat 2 keeps #15211 and its stages S1, S3 and S4. Part of #15211 (C7b) and of the ADR-0131 epic chain (#15194).
S2: the sys_metadata family's declared no-column schema (sys_metadata, sys_metadata_audit, sys_metadata_commit, sys_metadata_history). The measured surface is in #15211's stage plan 6162468695:
remove the declared organization_id, and set systemFields.tenant: false;
re-key the indexes:
the overlay unique key becomes (type, name, package_id, bundle_member);
history gets (event_seq) and (type, name, version);
audit and commit lose the organization prefix;
idx_sys_metadata_org_type is dropped;
metadata-protocolmigrations/overlay-index.ts (OVERLAY_INDEX_COLUMNS) and its duplicate probe take the new key, and runtime-index-preflight.test.ts's false "blocked" fixture flips (6071418113);
remove every engine read and write of organization_id on the four tables, because the engine refuses an undeclared field: about 23 sites in sys-metadata-repository.ts, plus protocol.ts, metadatadatabase-loader.ts and history-cleanup.ts;
add four ADR-0087 column-retired semantic entries (after the 18.sys-presence precedent) and update the census.
The ceremony's history renumbering (Q2 → A) is #15211's S1, not here.
S5: the v18 boot refusal (decision #23413 Q3 → A, ruling 6163114098):
the runtime refuses to start against a database still in the v17 shape (a D7 table, or the family, with a physical organization_id) while the marker adr-0131-organization-ownership is not verified;
it names os migrate organization-ownership, with no escape hatch (ADR-0131 D10 item 5);
a fresh database bootstraps normally;
site: the kernel:ready reader shape of packages/runtime/src/migration-recovery-plugin.ts, refusing where it warns;
three pins: a 17-shape database is refused, a migrated one passes, a fresh one passes.
Order: S2 and S5 land together, and only after #15211's S1 (the sys_metadata promotions) is on main, because the ceremony promotes before it drops. S5 cannot land before S2: a fresh database on today's main still carries the family's column. Build now.

Serial constraints cleared: #15211 S1 (seat 2, claude/issue-15211-c7b-promotions) lands first, because S2 and S5 land together only after S1 is on main (6163669810). The history renumbering (Q2 → A) is S1's, per this card's body, but commit 5326201dff on the start branch carries it; the dev drops it from S2 unless seat 2 confirms otherwise. #23399 (domain:cli seat 2) edits the ceremony's column-drops port, so whichever lands second merges main (6163407103). #23225 D2b (6162837793) touches only metadata-manager.ts, with no overlap.

S2 gains one item: deleting the form doors' organization read. It moves here from S1 (PR #23452), by the seat's ruling in the S1 contract record 6165835673.
What: S1 as built deleted the form doors' organization read (getMetaItems' legacyFormOrganizationId and its callers in the REST form doors). S1 now keeps it.
Why here: once the read goes, a database the ceremony has not yet migrated serves an organization-only form withdrawal open. S2 drops the sys_metadata family's organization column and lands with S5's boot refusal, which forces the ceremony. The read has to go with the column anyway, so deleting it in S2 leaves no window.
Measure it on S1's landed tree. S1's head b85b0914db has the deletion you would port: git diff origin/main...b85b0914db over the form-door files. The cut's changeset entry (a narrowing of getMetaItems' parameter) moves with it.

(2) Form-door read now S2's (pointer 6165850696): the carried commit c9d109b4 is patch-identical (git patch-id --stable) to S1's head b85b0914db on all nine form-door files; the getMetaItems legacyFormOrganizationId narrowing and the door paragraph moved into S2's changeset (now also bumps @objectstack/rest), and the two docs pages' public-form exception sentence is rewritten. S2 head 1848a0af. (3) S5 ordering, MEASURED: the refusal fires at kernel:ready, after every plugin start(), where the additive schema sync runs; on the showcase composition a refused v17-shape boot had already added sys_user_permission_set.permission_set. No deadlock. Measuring it surfaced a real S5 defect, now fixed: the guard read the driver's config.client only, and a served file database runs on SqliteWasmDriver, whose client is a dialect class, so the guard was inert on the default SQLite driver; it now reads SqlDriver.dialectName (fallback: the client string), with a unit pin. New end-to-end dogfood pin organization-ownership-boot-refusal-order.dogfood.test.ts: a v17-shape file is refused naming the command; the refused boot already added the column; the real CLI os migrate organization-ownership --apply --backup-taken completes with no boot between and verifies its marker; the next boot succeeds. On S5 alone, steps 1 and 2 fail by design: the family still declares its column, so sys_metadata is not listed and the ceremony's column-drops blocks ('the object this runtime declares still carries the column'). Dogfood runs on main's full battery, not PR CI, and S5 lands only with S2. Harness note: booting the same file again in-process met the refused boot's never-torn-down SqliteWasmDriver image (columns back, no marker), so the pin boots the ceremony's copied bytes, as an operator's next process does. Guard unit + kernel pins: 14 passed. Typecheck exit 0: runtime and dogfood on S5; dogfood on S2 after a dogfood^... build. Prior round's evidence stands for unchanged code (see 6167186090).",

(b) Template-promotion save, MEASURED on the ceremony's own --apply boot (bootSchemaStack, saveMetaItem) with a legacy organization email_template row and no environment row. BEFORE the fix the save REWROTE THE ORGANIZATION'S ROW IN PLACE: its body replaced by the environment's, organization_id still org_a, no environment row. Fix: SysMetadataRepository never resolves to a legacy row (findEnvironmentRow; reads join the write's transaction). Now the write targets the environment's row; with none it inserts one, and the re-keyed unique index refuses it beside the organization's row (DuplicateRecordError, nothing written, organization row untouched; the ceremony reports the refusal). Once the row is promoted in place (S1's UPDATE ... SET organization_id = NULL), the same save updates it. Both pinned. This also matters for S1's metadata-promotion, which saves through the same door and then deletes the organization rows. (columnInfo on Knex, same table resolution, joins options.transaction; TursoDriver's remote face answers from pragma_table_info, census row 'remote'). The presence check uses it; the legacy-row SELECT still uses execute(), but only where the column exists. The 'column absent' verdict is remembered per driver (the column only leaves); values are re-read every time, because S1's promotion clears them in place.",

It is on sys_metadata_audit, _history and _commit; sys_metadata stays ungated. Pinned on the real SecurityPlugin middleware with the REAL declarations (metadata-family-data-door-gate.test.ts, 14 cases): under a wall the organization admin ('*' + viewAllRecords) is refused; the studio.access holder reads; under single the Studio author reads; control: sys_metadata ungated. Ablation (gate dropped from audit): 3 cases red as predicted, restored. Before and after are in the changeset. ⚠ single CHANGES for a plain member: before, a read wildcard read these tables through the data door; after, refused. Seat answers · domain:engine seat 1 · session_01Rerax7QTjKMPCUZxQUtPFR · 2026-10-14T22:03Z, on the patch-round report 6179430370.
E2 → A: keep studio.access on sys_metadata_audit, _history and _commit in every posture.
Under single, a plain member's data-door read of these three tables was a bypass of what the /meta trail doors already refuse. Closing it is the gate's purpose.
The seat amends its own E2 pin text in 6171152049: "single is unchanged" now holds for the Studio author and the platform admin only. A plain member is refused under single too.
The changeset's before/after and the PR body state this.
This is a Clause-② narrowing, and it goes into S2's 维护者速读 as a named risk.
Open question 2 (the /meta trail doors admit setup.access) → B: filed as #23546.
pm:queue, domain:engine, priority:p2. It is not in this card, and not in S2.
Seat ruling · domain:engine seat 1 · session_01Rerax7QTjKMPCUZxQUtPFR · 2026-10-14T22:34Z: the landing form for S2 + S5 is ONE PR, #23469. This replaces the two-PR form in 6171152049.
S2 and S5 each register one dispatcher error code, and each regenerates content/docs/references/api/contract.mdx from the same main, moving the same … +N more line to the same value.
git keeps one copy of an identical line, so the second merge_group build merges cleanly and is still one code short.
check:docs refuses it, the PR is ejected, and the first PR lands alone. That is exactly the landing 6163114098 forbids.
Both changesets travel. Each package's bump is the higher of the two: every bump is already minor in the fixed group.
What the combined head must carry, beyond S2's open round (the main merge, 22:05Z):
S5's three fixes from 6180007547:
regenerate the spec reference docs once (gen:schema + gen:docs), so check:docs is green with both new codes;
move the dogfood pin organization-ownership-boot-refusal-order.dogfood.test.ts step 2 onto main's ceremony (--out PLAN, then --apply --plan-file PLAN --backup-taken), and re-measure its four steps;
fix the prose in the changeset, cli.mdx and the refusal message: the whole --allow-destructive run is held; the ceremony drops in its column-drops step before it records the run verified; --apply --plan-file FILE.

The combined head: PASS 6184549574 at e4811b67f2. It judges every blocking item of the three FAIL records met:
S2's B1: the head contains main at fa6a6085c0, and contract.mdx is generated, reading +333.
S2's B2: one protocol seam; every family read is enumerated on the landing tree; the two deliberate exceptions are right.
S5's three fixes are on the head.
Checklist, read on GitHub and in the seat's read-only checkout:
PR form: draft, base main, assignee marchtian.
Line 1 is Fixes #23429 · Part of #15211; line 2 is Clause-②: yes (narrowing), upheld by the review.
No CHANGELOG.md, nothing under content/docs/releases/, and no model name in any commit message on the branch.
Scope: 143 files, +3,823 / −3,019. Two changesets travel (S2's registered with four ADR-0087 ids; S5's already-registered). Every package publishes at minor.
CI on e4811b67f2: 49 check-runs, all completed, 0 red, 0 pending.
42 are success.
7 are skipped by design on pull_request: the dogfood shards, Dogfood Verify CLI, Console Pin Gate, Temporal Conformance and Packed-tarball smoke. Auto Label and Check PR Size are skipped on the body-edit rerun only.
The merge ref 41ef8fa949 (head + maina6d0715535) is byte-equal to git merge-tree, so these verdicts are verdicts on the landing tree.
Mergeable:mergeable_state: clean. main is now 8d05456cbe, and git merge-tree --write-tree origin/main e4811b67f2 is still clean. The review found that none of main's 22 newer commits adds an error code or touches a census control.
Seat's view (席位意见):
The narrowing is the one the seat ruled, and it is named in the changeset and the 维护者速读: under single, a plain member is refused on the three trail tables (E2 → A).
The breaking change is the one ADR-0131 D10 requires: a 17.x database cannot serve until os migrate organization-ownership has run, with no escape hatch.
The upgrade order is pinned end to end and cannot deadlock.
The non-blocking items are latent. Each matters only on an unmigrated database, which this PR's own guard refuses to serve. They are carded rather than held.
Its first CI run is the merge group's, if the dogfood path filter selects this PR, or else main's scheduled full run. The seat watches that first run, and a red there is this PR's to fix at once.
Merged 2026-10-15T06:44:33Z through the merge queue as dd29bbe60df87727664424521c3a0b9eed37e985, on main parent 361c9464ca.
Queued at the maintainer's word in the seat's session, after ACCEPT 6184588618, by relay pr_ready + automerge_enable (run 38691340679).
Approvals:os-zhuang 5520987282, and 5528142263 on the head.
Merge-group CI: 11 success, 4 skipped by path. The dogfood shards, Dogfood Verify CLI, Console Pin Gate and Temporal Conformance did not run.
Byte check (the accepted head e4811b67f2 against the merge commit):
git merge-tree --write-tree 361c9464ca e4811b67f2 = 2fb1727e2c, which equals dd29bbe60d^{tree}. The landed tree is exactly the accepted head merged onto its main parent.
Of the PR's 143 paths:
137 are identical;
1 is deleted on both sides;
5 also carry main's own later commits, merged cleanly:
The contract review 6184549574 judged the first four on the landing tree. None of them adds a family read, an error code or a census control.
This card:#23429 closed completed at 2026-10-15T06:44:35Z, by Fixes #23429. C7b's S2 (the sys_metadata family holds no organization column) and S5 (the v18 boot refusal, plus os migrate apply's drop gate) are on main.
organization-ownership-boot-refusal-order.dogfood.test.ts (v17 database refused → ceremony --out / --apply --plan-file → boot OK) has not run in CI. Its first run is main's next scheduled full run.
The seat watches that run. A red there is this PR's, and the seat carries the fix.
Hand-off note · domain:engine seat 1 (term 3, released) · 2026-10-15T07:05Z. The Landed record 6186218853 says "the seat watches" the first CI run of organization-ownership-boot-refusal-order.dogfood.test.ts. That no longer holds: this session stood down on the maintainer's order, and engine seat 1 is vacant.
What is still unobserved: the first run of that pin, which is main's next scheduled full run at or after dd29bbe60d.

S2 head 1848a0af.
